12/09: International Day of South-South Cooperation

“South-South cooperation does not replace the responsibility of richer nations nor traditional cooperation between North and South” – António Guterres

12/09: International Day of South-South Cooperation

Today, September 12, is International Day for South-South Cooperation, a day that celebrates solidarity among developing countries and recognizes the crucial role that such cooperation plays in global economic growth and sustainable development.

The idea of establishing an international day for this cooperation arose in the context of the search for alternatives to the traditional model of foreign aid, in which countries of the global North provided financial and technical assistance to countries of the South.

However, many developing countries have begun to see that local solutions and partnerships between them could be equally effective or even more appropriate in addressing development challenges.

This Day was proclaimed in UN General Assembly Resolution 58/220 of December 23, 2003, with the aim of promoting this model of collaboration and highlighting the achievements of the nations of the South.

Since then, the International Day of South-South Cooperation has served to draw attention to the numerous initiatives that have emerged from this form of cooperation, including partnerships in areas such as health, education, agriculture and infrastructure.

It also serves as a moment to reflect on how cooperation between developing countries can be strengthened, especially in an increasingly interdependent world facing global challenges such as climate change and economic crises.

In his message on the International Day of South-South Cooperation, the Secretary-General of the United Nations (UN), António Guterres, reaffirms the importance of this form of solidarity as an essential means of strengthening unity among developing nations.

“South-South cooperation does not replace the responsibility of richer nations nor traditional cooperation between North and South.”

UN Secretary-General António Guterres stated that South-South Cooperation has the power to transform societies, driving sustainable development and promoting global equity.

The message emphasizes the vital role that South-South partnerships and Triangular Cooperation play in building a more just future for all. These partnerships can promote "a fairer international financial system” and to explore the potential of digitalization and science to address global challenges, particularly in developing countries.

Furthermore, the Secretary-General draws attention to the importance of empowering historically vulnerable groups, such as women and young people, stating that strengthening the capacity of these groups is essential to improving the quality of life for future generations.

The message also anticipates the relevance of the Future Summit that will take place in September 2024, as a crucial opportunity to reaffirm the global commitment to South-South Cooperation.

By strengthening solidarity and mutual support among the nations of the South, Guterres believes we can “create a more equitable world for all people”, maximizing the potential of shared resources and knowledge.

Thus, the Secretary-General's message highlights South-South Cooperation not only as a practical strategy, but as an expression of unity and shared responsibility in building a sustainable and inclusive future.

South-South and Triangular Cooperation

South-South Cooperation has been a powerful tool for promoting sustainable development and fostering solidarity among developing countries, with the aim of sharing knowledge, technologies and resources to face common challenges.

This model has been widely recognized as an effective alternative to traditional aid, allowing countries to develop their own solutions to development problems.

South-South cooperation can take place in various forms, including bilaterally, regionally or interregionally, covering areas as diverse as agriculture, education, health and infrastructure.

For example, Brazil has shared its innovations in family farming with several African countries, helping to improve food security in vulnerable regions. Another notable example was Cuba's support in combating the Ebola outbreak in West Africa by sending doctors and health professionals to the countries most affected by the crisis.

In addition to South-South Cooperation, there is also Triangular Cooperation. This form of cooperation involves developed countries or international organizations that support collaborative initiatives between countries of the South.

Triangular Cooperation is a way of providing resources, technical assistance, and financing for projects that emerge from South-South cooperation. An example of this is the World Health Organization's (WHO) support for health initiatives that involve collaboration between developing countries, facilitating the exchange of medical professionals and technologies.

Impacts of South-South Cooperation

The main goal of South-South Cooperation is to strengthen the self-sufficiency of developing countries by helping them find creative and innovative solutions to their own challenges. This approach allows Southern nations to develop their technological, economic, and institutional capabilities without relying on wealthier countries.

Furthermore, this model encourages greater solidarity between countries, promoting the exchange of experiences and a common awareness of global issues affecting these nations.

Another crucial objective is to promote inclusive economic growth that takes into account the needs of the most vulnerable populations, such as least developed countries, island states, and landlocked nations that face specific challenges.

South-South cooperation has allowed these nations to access technologies and knowledge that would otherwise be difficult to obtain. The global impact of this cooperation is remarkable. In recent years, trade between countries in the global South has increased exponentially, accounting for more than a quarter of global trade.

On the other hand, foreign direct investment (FDI) flows from developing countries already account for about a third of global flows, a clear indication of these countries' growing influence on the global economic landscape. This increase in trade and investment between countries of the Global South has contributed to the growth of emerging economies and the reduction of global inequalities.

Challenges for the Future

Despite its successes, South-South Cooperation faces significant challenges. One of the biggest obstacles is the lack of solid institutional mechanisms to ensure the sustainability of these partnerships. Many developing countries still have fragile economies and struggle to finance large-scale projects, especially in the areas of infrastructure and technology.

Furthermore, the lack of a clear regulatory framework may limit the effectiveness of some cooperation initiatives. However, the opportunities to overcome these challenges are vast. Expanding Triangular Cooperation, which allows developed countries and international organizations to provide technical and financial support, could help bridge some of these gaps.

Regional platforms that facilitate knowledge exchange between countries also have an important role to play, enabling nations to learn from each other and adopt successful practices. As South-South cooperation evolves, there is growing recognition that this form of collaboration can be a powerful driver of sustainable development.

With the global focus on the 2030 Agenda and the Sustainable Development Goals (SDGs), there is renewed impetus for countries in the Global South to continue collaborating in areas such as innovation, technology and environmental sustainability.

The Importance of This Day

The International Day for South-South Cooperation is not just a symbolic milestone. It is a reminder of the importance of strengthening partnerships between developing countries and promoting an inclusive and sustainable growth agenda.

This day provides a platform for leaders, organizations, and civil society to assess progress made and identify new opportunities to strengthen cooperation. By commemorating this day, the international community recognizes the vital role that South-South Cooperation plays in promoting a more equitable and just world.

The lessons learned from this cooperation show that solutions to global challenges can come from anywhere in the world and that solidarity and innovation are essential to building a more sustainable future for all.

The Role of UNOSSC

The United Nations Office for South-South Cooperation (UNOSSC) was established in 1974 with the mission of promoting and coordinating cooperation initiatives among developing countries. This organization has been crucial in building bridges of solidarity between countries of the Global South, enabling them to share best practices and develop innovative solutions to common challenges.

Over the years, UNOSSC has facilitated the implementation of policies that help manage and execute South-South cooperation programs, such as the transfer of renewable energy technologies and the building of institutional capacities in countries with emerging economies.

By identifying successful solutions developed in the South, UNOSSC has contributed to greater interdependence and resilience among nations that traditionally face similar structural challenges, such as poverty, vulnerability to natural disasters, and infrastructure limitations.

Conclusion

South-South Cooperation has been a driving force for sustainable development, offering developing countries a way to achieve their goals without relying on traditional models of external assistance.

With increasing trade and investment between Southern nations and the growing support of Triangular Cooperation, this model of collaboration continues to evolve and gain global relevance. The future of South-South Cooperation is promising, but it depends on the creation of more robust structures and greater integration among emerging economies.

As the world confronts global challenges such as climate change, inequality, and health crises, South-South Cooperation offers an inclusive and collaborative approach to finding solutions.

With a renewed focus on solidarity and self-reliant development, the celebration of this day reminds us of the importance of continuing to invest in partnerships that promote sustainable and equitable growth for all.
