Angola is not bad in cybersecurity.
Cybersecurity in Angola is good, according to the Angolan Minister of Telecommunications, Information Technologies and Social Communication, Mário de Oliveira, who stated today, May 10, 2023, that the country " is not doing badly " in terms of defending its cyberspace. However, actions are still individual and it is necessary to combine efforts to face this threat efficiently.
Cybersecurity in Angola
According to Mário de Oliveira, Angolan companies have acted on an individual basis, which makes a more comprehensive analysis of the state of cybersecurity in the country difficult. To change this scenario, the minister defends the creation of a national cybersecurity observatory that allows for a more efficient and global treatment of information.
One of the current concerns is the creation of specific legislation for the defense of cyberspace in Angola. Currently, the country has common and generic laws that address data protection and computer crimes. However, it is essential to develop a specific legal framework for the defense of cyberspace.
“There is no concentration of data that allows us to assess the country as a whole, but in a particular way we can say that we are not bad, we are on the right path”.
“We must now join forces so that we can create a national cybersecurity observatory”.
“Something that allows us to look at the country as a whole, in terms of the defense of cyberspace,” he underlined.
The minister underscored the importance of creating an observatory and systems for rapid response to computer crimes, given that the defense of cyberspace has been carried out sectorally and corporately.
Angola: Hardly Affected by Cyberattacks
Portuguese lawyer Gonçalo Borges, from the Morais Leitão office, presented alarming data on the situation of cybersecurity in Angola. In 2022, the country was the second in Africa with the highest number of cyberattacks. In addition, other surveys indicated that Angola was in fifth place among the 18 African countries that suffer the most attacks.
“I think above all that there is a commitment on the part of the political power to look at cybersecurity and invest in cybersecurity”.
“It has to be properly qualified, in technical terms and in budgetary terms”.
“You also have to have access to information and specialized teams for rapid response to incidents at your disposal”.
Gonçalo Borges stated, adding that the adoption of specific legislation on cybersecurity has a signaling effect on companies, increasing the volume of investment in cybersecurity tools. The lawyer highlighted that Angola already has the embryonic legal regulation on this topic, Law 7/17, on the Protection of Computer Networks and Systems , which contains useful principles.
The expert emphasized the importance of cooperation between entities responsible for cybersecurity in different countries, exchanging information and good practices. In addition, he recommended investment in technical teams capable of responding to events of this nature and institutional clarity, that is, the national authority must have clear attributions and competencies.
