UN: CS Approves Immediate Ceasefire in Gaza


The United Nations (UN) Security Council took an important step towards peace in the region by passing a resolution calling for an immediate ceasefire in the Gaza Strip during Ramadan. The decision, taken this Monday, March 25, 2024, comes at a crucial moment, during the sacred period for Muslims that runs from March 10 to April 9.

However, Israel may not comply with the decision. The proposal was presented by the current 10 non-permanent members of the council (Algeria, Ecuador, Guyana, Japan, Malta, Mozambique, South Korea, Sierra Leone, Slovenia and Switzerland). It received 14 votes in favor, none against and one abstention from the USA.

 

The Vote


The text determines an immediate humanitarian ceasefire that leads to a permanent and sustainable interruption of the conflict. It also calls for the immediate and unconditional release of all hostages held by Hamas and the guarantee of access to humanitarian aid in the Gaza Strip.

  • In favor (14): Algeria, Ecuador, Guyana, Japan, Malta, Mozambique, South Korea, Sierra Leone, Slovenia, Switzerland, France, Russia, China and the United Kingdom;
  • Abstention (1):

The proposal, presented by the 10 non-permanent members of the UN Security Council, received broad support, with 14 votes in favor and only one abstention, from the United States. The resolution seeks not only to temporarily halt the conflict, but also to lay the foundation for lasting peace in the region.

One of the central points of the resolution is the demand for a humanitarian ceasefire that leads to a permanent and sustainable cessation of hostilities. Furthermore, the call for the immediate and unconditional release of all hostages held by Hamas stands out, as well as the guarantee of access to humanitarian aid in the Gaza Strip.

However, the demands presented are not interconnected, meaning that a ceasefire can be reached even without the release of the hostages. This represents a challenge, especially considering the position of the Israeli government, which makes stopping the attacks conditional on the release of Israelis kidnapped by the extremist group.

 

The resolution


Discussed in an emergency meeting after the United States vetoed a previous proposal, it was accompanied by moments of reflection and solidarity, with council members standing up and observing 1 minute of silence in honor of the victims of the attack that killed 137 people this weekend in Russia.

In statements after the final result, the US Ambassador to the UN, Linda Thomas-Greenfield, paid condolences to the families of the victims of the attack in Moscow, calling the episode a “terrorist attack”.

“Still, some important edits were ignored, including our request to add a condemnation of Hamas.”

“We do not agree with everything that is written in the resolution.”

“For this reason, unfortunately, we were unable to vote in favor,” Thomas-Greenfield said.

 

The Effectiveness of the Resolution


While the approval of the resolution is a positive step, significant challenges remain to its effective implementation. UN Security Council resolutions are binding, but their effectiveness often depends on the political will of Member States to comply with them.

The UN is an institution based on mutual commitments, but it faces challenges in maintaining peace. Despite the binding nature of resolutions, the application of punitive measures against nations that violate them is often hampered by political issues and vetoes by the permanent members of the UN Security Council.

 

Conclusion


While the passage of this resolution represents a significant step forward on the path towards peace, it is crucial to understand that a simple decision by the UN Security Council does not automatically guarantee an end to hostilities in Gaza.

For the resolution to be effective, it is essential that diplomatic efforts are accompanied by concrete actions on the part of all parties involved in the conflict. This implies not only adherence to the proposed ceasefire, but also a willingness to dialogue and negotiate in good faith to resolve the underlying issues fueling the conflict.

Furthermore, a genuine commitment to implementing the humanitarian measures set out in the resolution, such as the release of hostages and access to humanitarian aid, is required.
