Mozambique and Qatar Sign 20 Billion Agreement
The Government of Mozambique and Al Mansour Holding, a Qatar-based conglomerate, signed a strategic cooperation agreement in Maputo valued at US$20 billion (€17,1 billion). The agreement is seen as a strategic milestone and covers key sectors such as agriculture, energy, basic infrastructure, health, education, and tourism.
The signing ceremony took place in Maputo, in the presence of the President of the Republic of Mozambique, Daniel Francisco Chapo, and Sheikh Mansour Bin Jabor Bin Jassim Al Thani, a member of the Qatari ruling family and representative of Al Mansour Holding. On the Mozambican side, the document was initialed by the executive coordinator of the Office of Reforms and Strategic Projects, João Osvaldo Machatine.
Its size—in financial, social, and political terms—positions Mozambique as a focal point between Africa and the Middle East, reinforcing the historical connection between the two regions. The amount involved stands out for its scale and strategic reach.
The investment will be distributed across key sectors, including agriculture, livestock, fisheries, oil, natural gas, renewable energy, road and railway construction, and the creation of logistics centers. But it goes further, also encompassing the construction of social housing, schools, hospitals, hotels, resorts, and sustainable coastal projects.
More than a financial contract, the agreement is seen as a long-term commitment, anchored in a partnership vision based on complementarity and sustainable development.

The agreement was signed on behalf of the Mozambican state by João Osvaldo Machatine, Executive Coordinator of the Office of Reforms and Strategic Projects, and by Sheikh Mansour on behalf of Al Mansour Holding. Among the highlighted sectors are:
- Agriculture, livestock and fisheries: fundamental areas to guarantee food security and the export of surpluses.

For the Qatari leader, the planned projects will enable Mozambican youth to access vocational training, quality education, and decent jobs.
