During the annual meetings of the African Development Bank (AfDB) in Nairobi, where leaders and experts emphasized the importance of collaboration and structural reforms to boost growth and stability on the continent, cooperation between countries of the global South and the reform of the international financial architecture were widely discussed, as crucial issues for Africa's sustainable development.
In his opening speech, Akinwumi Adesina, the president of the AfDB, said that Africa needs $20 billion to refinance maturing debt, considering it urgent to create a financial stability mechanism on the continent and that the process of resolving the continent's debt must be treated like a patient with a hemorrhage.
The AfDB and South-South Cooperation
AfDB President Akinwumi Adesina highlighted the importance of South-South cooperation for Africa's development, citing Brazil as a notable example. Adesina emphasized that cooperation between countries in the global South can generate economies of scale and boost key sectors such as agriculture and the pharmaceutical industry.
He cited his recent visit to Brazil, where he discussed with President Lula da Silva the formation of a major partnership between Brazil and Africa. Adesina reinforced the AfDB's intention to collaborate with all countries of the global South, including the BRICS members (Brazil, Russia, India, China, and South Africa). According to him, diversity and cooperation between different nations are fundamental to the beauty and effectiveness of international partnerships.
The AfDB's annual meetings in Nairobi brought together more than 3.000 participants, including government officials, heads of state, and former African presidents. During the event, the urgent need to reform international financial institutions to better serve the development needs of the African continent was discussed.
Africa's economic transformation, despite significant growth over the past two decades, is still incomplete, with the structure of economies remaining relatively static and manufacturing employment declining.
The Challenges of Debt
The resolution of Africa's debt was another central topic of the meetings. Adesina compared the debt situation to a hemorrhage that needs to be stopped quickly. He criticized the slow pace of the debt resolution process and emphasized the need for faster implementation of global mechanisms.
The AfDB estimates that Africa's total external debt stood at $1,15 trillion at the end of 2023, with the continent paying $163 billion in debt service, a sharp increase compared to previous years. Adesina argued that the current global financial architecture does not serve Africa well, as it was developed without the continent's significant participation.
He stressed the need for Africa to have a more active voice in global negotiations and international financial institutions. He also highlighted the inadequacy of climate finance available to the continent, which falls far short of its actual needs.
To address these challenges, the AfDB committed to providing $25 billion in climate finance to Africa by 2025, with the target already exceeded, reaching 47% of the target. Additionally, the African Development Fund launched a climate action window to address external shocks, demonstrating the bank's proactive approach to finding practical solutions to the continent's problems.
